Trying to build an apartment in Bridgeport.

I'm trying to build an apartment in Bridgeport.
I'm trying to duplicate the Haven in downtown -Vampire the Masquerade Bloodlines (Non Tremere haven)

This involves a 5 story building with a two story loft apartment. (upper two floors)
According to the tutorial on these help pages, I get 6 floors but this is not happening for me.

Also I don't understand about marking doors for NPC's. There is no "shift clicking" on the doors in build mode.
There is only one thread here about building apartments that ended in June or something.

Youtube videos are not helping either.  I want to do this myself but it does not seem do-able to me.
Is there some apartment tutorial here that I have missed?

One dear to me thinks I should start at the top of an already existing building.
As it is I basically built a 4 story building. Without the shell. I put some landscape around it and had to start over because I forgot the call box things.

I put a restroom in the lobby that she ran into every time I told her to go home. Even though I put a public marker down there. It did not seem to matter. If I clicked the elevator and told her to go to her floor she would go.

I put much more greenery than the Haven in Bloodlines has but it was nice and I was having fun playing, when the stereo broke and I told my little neonate vampire to go fix it..

I heard the sound of her getting shocked and then I could not change her burned clothes.. I thought.. Oh well, and told her to fix it again.. It shocked her again and killed my little vampire...  :'(
I've played this game since 2009 and never had one die from repairing the stereo...  :'(  Bye bye little Lea ...

You want a shell (You need testingcheats either way)? If you want a shell, put it down first, afterwards you will not be able to move it. Pres the back button if you made a mistake. Behind the "doors" of the shell put in a little room, then put in the "real" doors. (NOTE: It may be more efficient to have a larger compartment connecting the doors, I have not tried this.) You can find call boxes in the electronics tab, they like the communal mailboxes are not required. But begin constructing the lobby and any other public areas, game rooms, gardens, bathrooms, laundry rooms, hallways, etc. Now connected to a closed in public area place a door. Behind this door build the usable apartment. Then place townie apartments, non usable ones. You may furnish these but that is not required. They can be single square spaces behind a door. But these apartments MUST be separated and have at least one square of space behind it for the markers. There are 2 markers you will need, public and hidden. enter in Buydebug to find these under misc. Place the pblic markers anywhere in all public spaces. You only need one in each room, and they will not be visible in live mode. Place hidden markers in townie apartments, non usable apartments, and in random empty spaces you don't want seen. Remember to always place markers first. Now that your whole apartment complex is furnished, shift-click on Townie apartment doors and mark them as NPC doors. Please tell me if this doesn't make sense to you, which it probably won't. I'll just make a tutorial with PICTURES!

So inside the shell, using that cheat, is a floor I could use as the bottom floor of the loft?  :)
It looks like blank space.. A void of nothingness between lobby and top floor.

Yes, they do. And, if there is a floor between elevators that you don't want to stop at, you have to put a shaft on that floor.
A 1920s era house needing heat, AC, new floors, new drywall on the walls and ceilings, new bathroom fixtures, new kitchen cabinets, new water heaters.... The roof is sound, but why didn't I just buy an empty lot?
