And in case anyone was wondering…
There’s another option below the spawn options (vampires, celebs, ect.) that allows you to completely ignore celebrity status gain. Not sure of the mechanics since I didn’t disable it but if your Sim isn’t already a celebrity, they will not become one for any reason whatsoever.

EDIT: Hopefully this clears things up for some of you.

As you can see, it says it will prevent the "active" household from gaining celebrity points. Not sure it stops the nonactive households.

Oh yeah… How did I forget to mention that, it’s in the screenshot for crying out loud!
Well, since I usually only have 1 household per save file that I actually play, it’s not a bother to me. But thanks for noticing, MoMoll.

The only way I know to ensure not having celebrities is with mods.

If you have the latest EA patch or Supernatural a Population Control tab in options will solve your problem. You can control what Life states you want in your town. You can turn everything off from Celebrities to Vampires to homeless pets.
