Does anyone know how to reliably fire the 'master gardening skill' wish?

I've only managed to fire it when in the science career and I had just gotten a promotion.  The only other time was when one of my guys was sleeping.

What do you mean by "fire"? And are you referring to the LTW?

'Master gardening' on it's own is not a LTW. And by 'fire' I mean to trigger it to appear in the wishes panel so that I can promise it and get the LTH points.
