Can I use Oh My Ghost on a pet or maybe on a person but immediately  move them out in order to meet my opportunity requirements?

Don't do it on a sim, but I don't see any reason not to resurrect a pet that way since there aren't any restrictions on bringing pets in and out of the household. Obviously, I'd wait to get the green light from the Team before doing anything.

Pets can come and go, however the only Sims allowed in the household are..

No other Sims are allowed to enter the house beyond spouses and spares.

Yes, all life state changing elixirs are banned, including zombification.

I'm sorry. I just need one more clarification. There aren't any restrictions on aging up spares, right? Even as an infant? My sim had triplets (2 vampires and a witch). Since the founder is a witch can I age up the one witch baby the day she was born?

There are no restrictions on aging up spares so get them to the cake.
