Can we promise LTWs to children and teens if they pop up? Or do we have to wait until they age up and choose one of the 5 offered?

You can choose one earlier if one pops up you want to use.  It can only be one that shows up in the wish panel if you choose it before the 5 that pop up at the Young Adult birthday. Remember Lifetime wishes don't count for anything in the challenge though and a lot of the wishes in the game will pop without an appropriate LTW.

I am having an issue with freeing a genie. That is, I can't do it. I had my heir try to use his final wish to free the genie. He queues the action, but then drops it and nothing happens. Is there some way I can just invite her to move in? I think maybe I messed it up by having him take her out on a date to the movies and she disappeared when they got inside. I have avoided taking un-freed genies off the lot before because it glitched them, but I forgot Now what?

Yes. He bought it and used the first two wishes, for beauty and world peace, with no problem. That was before the date where they left the lot.

No, the wish itself. He hasn't even got to the opportunity because as soon as I select the wish 'Free the Genie' from the wish menu, it's dropped. No animation of the genie granting the wish or anything. I tried wishing for more wishes to see if that worked. that wish went through but the other till dropped.

I do, but it's a couple of days before.

I have an idea--she's always on the list of possible guests for a party. I never tried to invite her before because I was afraid she might glitch. But since it's already glitched, do you think I should try inviting her for a party and then ask her to move in? Would that even work?

I've never been able to invite over a friend or move in a genie without freeing them first.   Doesn't hurt to try.   Although the non rule breaking way to do it would be to get a new lamp/new genie/new love but since it's a glitch that's why I mentioned a previous save.

No.  Doing the previous save is technically breaking the rules.  I said to try the inviting over though.
