Nope, not that. I just looked for it in the traits list and I don't see it. It didn't specifically mention the word "traits", but said Lucky or Dastardly (or some variation of that). Both words were capitalized, sorry I can't remember.

Probably evil; makes sense that, if an evil sim blows something up, they aren't going to pay a FINE *mwahahaha!!!*

Oh, read something else: if the community lot explosion doesn't leave a scorch mark, you probably won't get fined.

I had a hint saying you get fined for public property getting detonated and only lucky or evil/daredevil type sims could get away with it. So by public property I think that is Community Lot stuff?
