Help with a "package" file?

This is extremely annoying. I have a piece of very bad cc (a dress that is normally called rose_C018) that I have not been able to get rid of, no matter WHAT I do. I have recently come to the conclusion that it is a package file, because in Create A Sim, the dress has a little blue folder icon in the bottom right corner of the picture of it.

This little blue folder icon apparently means it is a package file, but I have NO recollection of ever installing any type of package file! From what I've found on various forums, it takes conscious effort to install a package file, involving putting in in a "mods" folder that you create. I have never done this, ever. I have no "mods" folder. I have so confused as to how this package managed to get in my game.

This has been driving me crazy for a while now. Does anyone have any idea what could be wrong here? Does anyone know how I can get rid of this "package file" once and for all?
