I do not have my games here to check (i am at work right now), but that picture of the bride looks like the one of Olive Specter left at the altar (one of the background story pictures that came with Sims 2 Strangetown) turned from photo to painting.
I finally remembered to check my old game tonight, and it is Olive Specter. I will try to attach the original picture from Strangetown.

not sure if this what you are talking about, but can't the sims take photos with their phones to paint later?

Well, maybe they can.  Now I think I remember seeing that, but I've never used it.  Sorry for the misinformation!
