Depends on what you mean by MY country. I'm an American (with French citizenship), and often flirted at work. My husband is French, and he never flirts, but women flirt with him. He doesn't understand why, and I do. Flirting does not always mean romantic interest.
Now my first husband took it a step further and that's why when he returned home one day and I told him "You don't live here anymore".
Okey, this is getting a bit too personal for you perhaps, so I won't ask further about that (out of respect that is).
But flirting has indeed a different meaning in different countries I've learned recently. That's why I was asking.
Here in Holland for example it is okey to flirt, even if you are taken and I do it sometimes just to get things done by older woman (10+ age difference), as they seem to be more... how shall I put this... sensitive for it. But that is innocent.
I can tell you that in England flirting is somewhat equal to cheating as I've recently found out. Those things can be discussed, as this is simply a matter of culture difference, but I wasn't aware that this differ from country to country.
To take this back to the sims: in this game the developers have choosen for any flirty interaction is meant romantically. So if your spouse or whatever see's your sim doing it, you've gotten yourself a big problem.
Pretty funny isn't it, concidering this game is originally American.
