As purple-roses said, Twallan's mods have never given me any trouble. You can set the town ration for vampires to whatever you want. I have mine at 10% to the human population and some get

   I have mine set at 60%!!  I don't use those story progression addons though.  I also recommend twallan's mods.  I am not sure what we can and can not link to here but he's on the wikipages now, looks up NRaas Industries and twallan.

The next expansion pack, Supernatural, is supposed to have a way to control the number of vampires and celebrities in your town.

I'm looking forward to that expansion!  I'll never stop using twallan's mods though, it just gives a better dimension to the game.    I remember back in the early days of the Sims3 and using the awesome mod but I gave up on that after a year of battling the CTD's and broken sims.

I've recently been playing on a brand new world I built that was unpopulated when I started.  I had EA's story progression off and I don;t have the Twallan version of it installed.  It's a bit strange having no children around, though this will get fixed when my sims start the business of being fruitful.  But it is very nice having no celebrities at all.  No vampires either, though they don't bother me. 

I have one sim who made to I think level 4 of the movie career.  She got the opportunity to go record a commercial at Steve's business complex, but instead of getting celebrity points she got the cash and a job boost.   And I still have paparazzi in town, they just don't have anything to do.  Very, very odd.

According to the Sims Wiki, with Supernatural, the options menu will have sliders allowing you to adjust the population of each type of supernatural creature.  This will also come with the free update when the game is released, regardless if you've purchased Supernatural or not.

They are actually checkboxes, like with turning aging on and off. It as said in the live chat as well as on that page. The new sliders are for extra control over facial features.

I don't know if you just typed the wrong thing or if you misunderstood, but here's the part about population control from the Sims Wiki page you linked.  (Emphasis mine.)

Ability to control the number of supernatural and celebrities[TS3:LN] in a town through a new setting known as "Population Control Settings".[3] It can be found on the Options panel.

Players with The Sims 3: Pets can also control the number of pets but not unicorns[8]

There are only checkboxes and not sliders.[8]

Players can also have these settings without Supernatural but they must have any expansion pack which has lifestate(s) or Sim types installed.[8]

It is made available on a game update.[8]

I have and use Twallan’s StoryProgression mod, but I have found neither an option for adjusting the spawning of occulants (i.e. vampires) or pets. Only for toggling the spawning of celebrities. Do I not have a required add-on mod or something? I’ll go check…

I totally agree, @Tin.  I'm still not really sure if I want to purchase Supernatural, so I'm glad I can get some of the features on a game update.

I just got Supernatural and now I realized that I haven't seen a single celebrity in Moonlight Falls. It surprised me actually, but it is a bit nice.

With patch 1.42 you can turn off celebrity completely in the options menu.
