Well, the ccmerged.package is not a mod. Your items cannot function properly without it. The ccmerged.package is created by the launcher, but there are a couple of ways to make it stop functioning. Just like the cache files, the ccmerged.package is re-created when you delete it, but unfortunately, it doesn't actually re-create the information that needs to be in it. However, everybody that has installed premium content items has this package.
The ccmerged.package can be installed in the Mods\Packages framework because it's a package file. You could put the store content patch in the Mods\Packages file and it would work as well. In fact, the store content patch is actually just a mod made by EA (the same way premium content items are script mods made by EA).
When you launch your game, the game core looks for three specific resources in order to load the premium content buffs, skills and recipes. It does not matter where these resources are kept, physically, as long as they are kept in a folder that the game reads when it launches i.e., the DCBackup (or the Mods\Packages). Just put it in your DCBackup folder, and it will work. I only mentioned the Mods\Packages folder because it's an option.
