A Mod for Lot Placement

I was wondering if anyone knew of a Mod which allows you to place Lots over areas which show the 'Un-routable terrain' I am trying to place a certain sized Lot in a space that fits exactly and yet one small spot is set to that Un-Routable Terrain and won't let me place that lot but it will let me place a smaller lot. For reference it is in Starlight Shores and is the space next to that car park in that same small square as the fire station I believe.

All I know of is the AddAnyLotSize mod. I don't think you can place lots over unroutable terrain.
