How to Install a Mod?

I have Sims 3 base and all expansions and I am trying to install this mod:

It's supposed to unlock the simport rewards, but I just cannot get it to work. Yes, I checked the guide on that site. I stared at it for about an hour and didn't actually understand how to do it. I have the version the mod was made with, the right expansion. Can someone just tell me what files I need to make and where to put the mod file I downloaded please?

Skip the first part; start reading where it says "Setup Folders & Files

Before you can put the .package files in your game, you'll need to set up your game to accept custom content. From patch 1.12 and up, this is very easy! "

Follow the instructions.  Then unzip the mod you downloaded and put it into the Packages folder.
