Try the fishing spot in the ruins. There are also plenty of residential gardens you can raid, especially in the farming district.

Flame bushes are in the fishing ruins.

Flame fruit grows in basement of ruins, in Thymes House garden, and in huge white castle on mod hill.

Special seeds are best to look along the path behind the crater, at the back of the graveyard, in the "jungle" near the river, next to the Pam's house, next to the Exclusive lounge, and near ruins.

While looking for seeds, some nice gem and metal spawners are inside of the crater, and at dragon nest
