I tried paying them off and it didn't repair the damage to my dynasty heir's relationships, so I'm just going to use the moodlet manager to get rid of the negative moodlet and then throw an epic party to improve her relationship with her friends.

It doesn't touch the relationships when you pay off. Only the moodlet for "disgrace". Personally, if they were friends, they wouldn't be so harse. i found that by getting rid of the "Disgrace", my sim was being called to MANY parties afterwards. The people who dissed her wanted to get re-aquainted. Depending on the person, she either showed up or was conviently occupied.
