How to Upgrade Special TV?

That special tv they send celebraties... well, I need to boost or upgrade it to get kids channel and at level 10 handy and no good. Any help appreciated. Thanks.

Isn't the special TV already fully upgraded?  and even if you can upgrade it you wont get a kids channel, that should already come with the TV.
