Is there a way to gain access to a neighbors apartment in an apartment block?

Welcome to our Forum, Trym.

If you mean just for regular game play, no there's not.  If you mean so that you can take over the space and add it to your own apartment, I believe there is.  I don't know the details of how to do it, but I'm sure others will be along who can explain it if that's what you're looking for.

As I understand it, there is only ever one functioning apartment in each apartment lot. NPCs can 'live' behind the other doors if they are designated so, but you will never be able to visit them if you occupy the one liveable apartment. They are like the homeless NPCs and service NPCs.

If you want to expand your apartment you need to turn the advanced buildig code 'restrictbuildbuyinbuildings' to off. You can then reset the doors, and delete the markers that designate hidden and public spaces.

Welcome to the forum Trym. :)

First, your Sim's apartment is the only one in the whole block, so to speak. It is not like The Sims 2 Apartment Life, where you could have four apartments in a building. An example is in the Apartment Block in Bridgeport called "One Leo Center" or something similar. On the second-to-top floor, there are two rooms designated as apartments in a 4x4 space. It's pretty much impossible to fit everything a Sim needs into that small a room.

Second, There is a thread here that could help you. It describes how to build an apartment from Scratch, however you can use that guide as a base to renovate apartments.

I hope this helps.

If you are asking can you visit them, the answer is no. But, you can invite your apartment neighbors over even if they are NPC. My sim became aquainted with her neighbor and spoke with them in the foyer. Then she could call them on the call box and if they were home they would come to the foyer. But, she could never visit their apartment.
I did a few times steal the apartments of neighbors to enlarge my sim's apartment and then there was no mention of other sims on the callbox.

There isn't much to see there:  they're all devoid of furnishings, walls...pretty much anything that would give you a reason to want to get in.
