How to do I make a half wall floor in a house?

I want to expand a house, but it has a floor (the pix below), and I don't know how to make it so that it's on the new part of the house.  I've tried dragging it, but it keeps saying that a floor tile is in the way, and I haven't added any.  Please help.  My sims lives are on hold until I can expand the house.

I'm sorry, I'm not quite sure what you are trying to do. Are you trying to build up or build on the same level? What was it you tried dragging?

I agree with Twinmum.  We need more details to really help.  Also, your subject says "half wall", so please include that in your detailed response.

I'm not building up.  I'm expanding the first and second floors.  It's the house located at 1810 Ednamary Way in Appaloosa Plains.  I don't know what to call it.  It looks like a half wall so that's what I called it.  I tried to drag it using the arrows that allow you to expand a room in build mode, but it wouldn't go.

I didn't build the house.  It's a prebuilt one at the address above.  Hope that helps.

Perhaps it's a frieze? If that's the case, you'll have to turn on the "placefriezes on" cheat and extend it using the foundation tool.

I think you might be right.  Let me try it, but it's above the second floor.
