TEENS are allowed to continue on as I have walled in many parents of a teen to work around the game imposed limit of no teens living on their own straight out of Create A Sim.  I think self-sustainability is the key factor for why teens can continue on.

Yeah, due to a glitch my friend had a teen taking care of 5 children, It was utter maddness.

I set fire to someone's house. Their parents caught fire, then the girl aged up into a teen in a fire. Meanwhile, the parents died, then a few seconds later the Social Services took the girl away. And no one can adopt teens, which brings an answer to me. If it's not on the adopt list, then it can't be taken away. That's my theory!

I like playing just teens in this game. I mean, I like starting early enough so that they can work on skills for their job without the pressure of having to be at that very job within the next day or two. Instead they go to school which really isn't bad at all, and if they don't have a part time job they can really go far!
