I know this may be a dumb question, but I was wondering if there are any penthouses that allow my Sim to have a car versus have a taxi everywhere?

A trick is moveobjects on.
Then put a parking space and a car on it. Go back to live mode. Put the car in your sims inventory. Then delete the parking space.

I tried. It won't show the little green space for the parking space.

Did you have the cheat "moveobjects on" on?

there's another cheat you need as well, especially for apartment buildings: restrictbuildbuyinbuilding on/off
that allows you to change things outside of the apartment.

No. How do I do that? I used to be a big Simmer, but I am just getting back into it.  I can't even get the cheats enable true to work!!

Push control, shift and C all at the same time.

The screen will darken a bit and there will be a bar across the top.
In that bar type "moveobjects on" without quotes.
Then type "restrictbuildbuyinbuilding on" or maybe it is off i don't know.

It's off, and I think it needs "testingcheatsenabled true" to be turned on first.

Carl has a page on the Guide about cheats that may help you to get started with them.

When I wanted a car in Bridgeport, I used moveobjects on and placed the parking space on the terrace.  It could probably also have gone somewhere inside the apartment.  Then I bought a car, put it on the parking space, went to Live Mode and moved it into my Sim's inventory, then went back to Buy/Build Mode to delete the parking space.  It worked great for me.
