Not sure if this matters but towards what faction are you on the war gauge? I have the left half of the contested treasure map and I'm supporting the tredonians.

Yeah, based on the description text, I suspect you would have to flip the war gauge from one end to the other in order to complete the map.  The quest "Betrayal" really speeds things along in that regard!

I finally got the complex map in the store -- it showed up once my loyalty was maxed toward the pirates.
