Make Books, Not War and The Case of the Missing Monarch

These two quests are listed in Carl's guide, but I haven't managed to come across them in my (many hours of) gameplay. Does anyone know what the requirements are?

I completed 'Make Books, Not War' a few times with my Peterson Priest, though I haven't played that particular quest for awhile so my memory might be a bit off.

I believe my Priest had to meet a wounded soldier and heal him.  Then the soldier gave the Priest a strange book he had found on a battle field. 

After reading the book, the Peterson Priest decides to translate the book and have it printed.  He has to hire an illustrator, a book binder and train someone to write the book. I think my Priest had to give a sermon using the translation and he also gave the books away at the end.   

Several desks, stacks of books and packages show up on the mesa where the Peterson church is for the duration of the quest.

I've done the missing monarch and you need the spy, I think you can do it with the knight as well, unfortunately my memory is a bit shaky on that. But definitely the spy. Good Luck!
