Why Can't I Do The Quest Power Grab?

Everytime I click the quest panel it says the hero is monarch. I have a level 10 Queen but its whited out were i can't select her for the quest.

This might be one of the quests that you have to do early on when you start an Ambition, like the quest - First Steps. 
If you have a level 10 Monarch, then you are fairly on into the quests and therefore it would no longer be of any use to your Monarch as they would have already established that they are the true leader of the land.

I don't remember ever doing it before, and I used a cheat to get all the quests. I can even do quests I've already done before.

I went back and tried it with my Monarch who is a level 4 (I save the beginnings of each Ambition).  I had her complete 4 other quests and then tried this one but was not able to do it.  I don't use the cheats to reroll, I only do them as they come up, but not always in a specific order. 
Some quests show up only if you add a specific hero/building or if you have annexed certain countries or even if you complete quests in a specific order.  I have noticed that this quest has appeared only a few times in the 10 Ambitions that I have completed so far. 
Sorry I can't be of more help and maybe someone else that uses the cheats can tell you why you can't complete this quest :(.
