Download The new 'Create a Pattern' Tool. (if you are using a pattern of the internet then save it to your folders) Now open the tool up and near the menu ... there is a + icon with a flat square, click that and it opens a file, find your documents and insert the chosen file, it then shows up in the pattern choice.  Then just go to menu (...) and select export, give it a name and it will be in the game. ;)

After you load your pattern into Create A Pattern, then you need to export it to Sims 3.  There is a export command under ... (options) to do this.  Then your pattern will be in the game.

I was wondering if the image of the internet file has to be in a certain format such as .jpeg .gif .peg and if so.... what does it need to be saved as

It has to be a .Jpeg or a .PNG which are the common ones that CAP will allow. JPEGS come with a Background though so PNGS are better for pattern making.
