A sim is stuck is there any command to free him?

The constable is stuck but resetSim is not a command.

For the truly wronged, satisfaction can be found in one of two places,  absolute forgiveness or mortal vindication. This is not a story about forgiveness. When deception cuts this deep, someone has to pay.

You would need to enable testing cheats.  There is information on how to do this in Carl's Guide.  I am not sure that resetsim will work though.  I am sure I have read here that someone had this problem too and it didn't help them.

Another option is, if he is in building that you can furnish, move something near him and he will be reset.

I found out how to reset him, instead of typing resetSim you shift-click the person and click force reset
