Mixology and learned drinks

Is there a particular level that you can start learning the special and mood drinks, or can you learn the recipes before you can actually make them?

Actually, thanks to that article, I now see why I didn't understand it:  the custom drinks and the special purpose drinks are the same thing (i.e. the Flamin' Waylon is a party drink, the Naughty Cheerleader is a romantic drink, etc).  I'm not totally sure why I wanted to believe it was more complicated than that.

The more expensive custom drinks require you to have a higher skill the learn them from the mixologists.  I think they're related to the skill level needed to make their corresponding mood drinks, although I did come across an expensive drink that wanted mixology level 9 to learn it.  I don't think there's a mood drink that requires level 9 to learn it?
