My best man can't give his toast?!

Has anyone else had this problem? The game is locked on the question mark icon to choose what kind of toast he should give, but it won't let me select anything...

If that's the Public Ceremony option for Wedding, the secondary character gives the toast. If you select the secondary character then click on any of the wedding guests, the option to give toast should come up on his/her conversation wheel.
