Skill Gain System Fail Late Night, help!!

Hi everyone!
this is my first time in thie forum, but I really need some help, and the ea support could not help me.
I have installed all the Expansion packs (adventures, ambission, and late night) and Kits (high end kit, and fast lane kit) and downloaded all patches. all games are registered and are official. downloaded some stuff form the ea sims 3 shop, like barnacle bay or something like that and a bunch of free stuff form there.

the problem is that the game is working fine in y windows 7. i did not have any problem so far. but now i have a very huge problem.
The game works fine but it seem that my Sim wont gain any skills, besides the ones i already have. for the moment being, only my fishign skill is improving, but mixology, logic, charisma, and others wont seem to improve. the bar stays the same for hours and hours and days. And also, the + sign does not appear when the sim is trying to gain more skill (exept in fishing, because fishing does improve).
I will try other skills, but for sure, Mixology, Charisma, Logic, Writing will not improve. (all music instruments, karate, cooking, mechanics are completed long before i had these problem)

Please let me know if anyone knows any solution to this!!

First of all, have you tried reinstalling your game? Both the normal way, and the full manual uninstallation way?

If so, then the cause can be two things: corrupted custom content (you said you downloaded many stuff from the store), or modifications ruined your game.

@ takueha:  I'm curious, does this problem affect all sims or only the one that you are currently playing?  I mean, if you start up a new game, does a newly created sim gain skill?

If so, is or was the sim with the skill gaining problem a vampire?  I've heard of several people having problems with their ex-vampires being unable to gain skill.

I've just recently noticed a sporadic problem of this nature.  It doesn't happen with every sim, but every now and again skills just won't increase.  I sent a sim to the gym to hit the treadmill 3 days in a row, but they were still at 0 level with no progress at all when they were done.

I have a theory on what caused it though:  it started happening shortly after I turned aging and story progression off in a new game, and then switched households.  I think whatever keeps sims from gaining skills when you're not playing them continues to keep them from gaining them when you switch active households.

I just turned both back on and exited the game, and I'm going to go and delete all my cache files (just in case) and restart it to see what happens.

Edit:  I believe I can all but confirm this.  After I did the above, I was able to gain skills.  But once I turned them back off, after switching a few houses it started again.  All it would take to confirm this (in my mind at least) would be knowing whether or not the OP plays with story progression/aging off.

Re-Edit:  Nope, it's happening again with Sims in Twinbrook now.  I had Marc Brandt move in with a sim and he's been training athletics for over a week and his progress bar hasn't moved an inch.  No cheats active, story progression and aging are both on.
