Difference between friendhips and relationships?

I can't seem to find it here. My sim needed 1 friendship (which I got to Best Friends level), and now he needs a relationship. I am thoroughly confused.

Your sim needs to meet someone new.  Relationships are anyone your sim knows.  Go meet a neighbor, coworker (tone you can set at work), go to the park, hire a maid... there are lots of ways to meet other sims.  Playing guitar for a group of people is a good way to both meet people and make friends.

Throwing a house party is a good way of making friends and acquaintances too.  Buy the legendary host trait and invite a few random guests.  Be sure to invite plenty as not many sims will show up to a party if there's only 2 invited to it.  You may find a complete stranger shows up and there's your chance to introduce yourself to him/her.  If the party is a success all the attendees leave and with a friendship boost.

Also chatting on the computer can get you to meet new sims.
