New Issue In WA

I've been re-exploring the WA expansion, and have come across a problem I've never had before. I am working on the quest that started in China, goes to France, then back to China. I am supposed to check in with someone, but the game tells me I will be unable to complete this part of the quest because the target sim is unavailable. That's happened before, and I just cancel it and wait for it to come back. The problem here is that even when I get the quest to be "new" and it picks a new "target sim", I have to go back home and re-return to China (pain in the keister) and then AGAIN that target sim is unavailable. It took me re-trying this a few times to realize that the target sim is totally available, I just found her at her house. Names match, so does the photo used.

I don't get it, what's going on here? I figured the target sim was dead or had moved, but here she is, and the quest won't even let me keep going, it's just stuck at telling me to return to china. Does anyone have any suggestions? I have a fairly mod-free game, I just run overwatch to help with things. My computer is AWESOME and totally meant for gaming, which is all I use it for and really haven't had any trouble with the sims before. Any advice is awesome!!

Last time I had this issue, I reverted back to a save right before I traveled and the second time I loaded into France - it fixed itself.  Caches were definitely cleared in between the loading but it made me able to finish the chain.

Unfortunately it's too late for that, by the time I finished trying to re-do it I had already saved over the necessary back up file.

Can you think of any reason why this person wouldn't be able to complete the task for me, even though she's there? I had this issue once, but it wasn't a quest where I had to travel out of the country. But the Special Items dealer wouldn't talk to my sim about what they needed to discuss. I cancelled the quest and re-did it moments later with no problems. I've cleared caches and tried again with similar luck. I can get other quests and do them fine, it's just this one that keeps bugging. Here's exactly what I do:

Arrive in China, get message informing me that I can't complete the task because the target sim is unavailable. Try for a few minutes, find target sim, reset both sims, nothing. Cancel quest. Wait until quest comes back, it tells me to "return to china", but since I'm already in china I go home. Come back to China, get message again (this time it's a new sim, but still unavailable).

I'm really at a loss, I haven't seen any one else with something like this happening in their game.

Sorry to hear of your problem.  I haven't had this, so, this is just a suggestion.

Cancel the quest.  Use edit town and go to where your quest target is unavailable, even though she is alive and well.  Evict her.  Return to game and try to pick up the quest again.  The game will have to give you another target sim just as would happen if the target was dead.

I really don't know if this will solve it, so if you try it, I suggest you don't save over the game you have now until you know if it has worked.
