Upgrading the hot tub with eco parts?

Every time I try to upgrade the hot tub ( from perfect patio pack) with the water recycler with eco parts my sim wont do it, complaining that he cant reach the object although he is standing right next to it, no path blocked from all sides. If I want to upgrade the water recycler with normal parts or any other upgrades it's ok, he will do it, but the water recycler with eco parts , no dice. Anyone else with this problem ?

I am encountering the same issue where my sim will not upgrade the hot tub with the water recycler with eco parts. It shows the sim cannot reach the hot tub but I moved it to the middle of the backyard with nothing near it and she still would not upgrade it. I have looked over both links you provided, but could not find another post about this particular issue. My sim has enough eco parts so that is not the issue. Was anyone else able to find a solution?
