Club Perks

I have hunted and hunted to see how to have my sims use their club uniforms/club house perks.  I can not seem to get the jacket perk on my sim's hat or jacket.  Also can not get them to decorate club house as i can not find the items.  Where do I get these after I purchase them?  Any help is greatly appreciated!

I've only ever unlocked the Members Only door, but that was in with all the other doors in build/buy mode once I had unlocked it.  So the jacket and hat should be in CAS now that they're unlocked, and the decorations should be in BB.  It will probably help to have it show unlocked items only- in BB, that's on the top right of the bottom console, in CAS just under all the icons for the different outfit types is a little green arrow that will open various sorting options.
