How does new content get created?

I ask because I thought of some Twilight Zone content.

For example, Talky Tina from Living Doll, the fortunetelling machine from Nick of Time, and a possible time traveling scenario - The Zone had a couple, for example, traveling back to Lincoln's assassination on April 15, 1865.

The game developers decide what new content is going to be made and then make it basically. If you want to give them your feed back posting on the Official Forums would be your best bet. Most new content is decided on years before release though as making content takes a lot of time.
