Satellite Dish ... can NPCs activate it?

I have a sim with the Satellite Dish in his yard, and last time I had a club meeting, it seemed like the thing was going haywire.  Randomly making everybody angry, happy, or about to wet their pants.  Can *any* Sim on the lot activate the thing, or is it some kind of bug?  If any Sim can activate it, is there any way for me to prevent that?

Hi Foxfire, welcome to the forum. As far as I know the dish can only be operated by a controlled sim. Maybe this had been changed in a patch and the devs haven't told us! There is a cool down on the dish though so perhaps this was just some random game bug.

Hi Foxfire,

I've had something like that happen in a club meeting as well.
I had 'use scientific equipment' as a club activity at the time. Once I turned that off, things went back to normal.
