Stairs Between the Ground Floor and Frieze

Hi, I think I d/led this house, but not sure. Anyway, I was trying to put some different stairs in and found out that the house has a frieze between the ground floor and 2nd floor. I've never seen this before, I've always seen the frieze at the top, under the roof. How do I get stairs to go from the ground floor to the 2nd?
