I have not had much luck either, but now, the seed packets in buy mode are greyed out and says cannot buy until my sim reaches a certain level.  My gardeners are all level 10.  This just started happening, so now can't even buy those.  I did find the snow drop one, but that is about it.

I'm sure you tried this already, but my sims bought their uncommon/rare seed packs by clicking on the garden planters.
I've never tried buying them in Buy mode.

One other thing you can do is with the new scarecrow item. Periodically, you get the "check pockets for seeds" which gives you a few random harvestables.
