I just went in-game and looked at pre-mades (the Goth family) and Sims whom I've created in CAS. Both the pre-mades and Sims whom I've created both have appropriate hot weather and cold weather outfits. Therefore, it doesn't seem like you have to pick out new clothes in the new categories for all 80 of your Sims. However, I'm definitely going to pick out outfits from the Seasons EP for the Sims whom are the most important to me.
