here's what i've experienced in my wacky game on lucky palms:
when my sim wants to give a gift, she gives it once and gets the friendship points, but then repeats it until i use NRAAS to reset her.
when my sim wants to use the stylist, she freezes and requires NRAAS to reset her. yes she can get on the stand.
when i tell her to use a mirror to "change appearance", she will freeze in place & require NRAAS resetting.
finally, the last issue, it required a NRAAS reset for her "perfect garden" lifetime wish to be recognised as "complete" even though the tally was correct, & it isn't plated like if it's complete.
normal resetSim never works.
wtf

This sounds like a familiar game glitch.

You could try evicting the household, as a way of resetting them. Or reset everything via Nraas MasterController.

If either of those don't work, you could try exporting the family and their house, do a factory reset and try a new game with the family.
