Ctrl+Shift+C not working

Hi I have a problem. I have two PC computers and I have always used ctrl+shift+c to open the cheating panel. But a while ago when I did it it didn't work. Instead a cross appeared on the screen (instead of the usual "arrow") I have tried on both of my computers so I don't understand what the problem is. Can you help me?

Yes I have! As I described before my computer is responding when I use the different combinations on the keyboard but instead of opening up the cheating panel it responds with only making the arrow a cross instead. Maybe it's opening up some kind of camera. I really don't know:/

You might try checking to see if you have any screen capture or recording software that might be interfering.
