This is a known bug -

I Can Not Get Married
https://answers.ea.com/t5/Bug-Reports/WORKAROUND-Can-t-get-married-because-Sim-works-for-me/m-p/6443706

A few suggestions to try are:

1. End the other romantic relationships with other sims - if any.

2. Remove relationship then build their relationship back up to where it was.

3. Dismiss the employed Sim and try again.

This glitch or bug may be from trying to marry service Sims, or a Sim that had a previous relationship.

I had a similar issue. The problem was my sim was a boyfriend of my sim's gardener in addition to my sim's fiance' of the sim I was trying to marry. The solution to the problem was to fire my gardener and the issue disappeared.  It didn't matter that I was not trying to marry the gardener the game read my sim had a romantic relationship with her and blocked the marriage.

Other than a vendor in the new jungle expansion, I never messed with any service sims.

The vendor *shouldn't* cause such an issue such as this. So it sounds like the old bug MrsFlynn linked to. I would still fire everyone just to be sure.
