Building Ports?

I hope someone can help. I'm having a lot of trouble trying to build a port. Firstly I can't seem to get the foundation to start in the ocean, it says location out of bounds and then when I do manage to place it it says the gangway style item is out of bounds. I really don't know what I'm doing wrong. I'm using the biggest lot and changing it to port.

The entire gangway objects has to be within the lot boundaries in order to be placed.
