Im not exactly sure because i havent gotten the patch myself, but in the description for 1.24 it says that there would be a laundromat in edit town.

Patch 1.24 only added the ability to buy the laundromat. You'll have a laundromat in Edit Town community lots library assuming you have Town Life Stuff.
