Time speed when sims are sleeping

My game won't always speed up when the whole family is sleeping. I can make it a little faste by clicking the thre arrows but not at all up to full speed. What is wrong and what can I do about it?

This is a known bug. It has been reported that ultraspeed isn't working during a festival in your neighborhood, even if your Sim is sleeping at home. It doesn't seem to matter if your household is living in an apartment or house.
