How to fix a laggy game?

My sims 4 game is laggy and it doesn't matter if I'm using the 1st, 2nd, or fastest(3rd) speed but when i try to make my sim do something, it takes hours (in sim time) for my sim to move and sometimes she doesn't even move at all and the action eventually goes away. i changed my game settings from 64 bit to 32 bit and it doesn't help. i don't use mods or CC.

How can i fix this?
