Make All Happy cheat alternative? (Cheats Not Working)

hi guys,
   No matter what I try I can't get the console up to enter cheat codes.  I remember playing sims 2 that there was a picture you could buy that hung in your house, and when you clicked on it, it would restore everyone's mood levels...does sims 3 have something like that since I don't seem to be having much luck with codes?   thanks

It's mostly aimed at Sims 4, but most tips will work for Sims 3.

Just in case you want to try a factory reset, link below for a howto on that.

However, traveling in Sims 3 won't help getting cheats to work and there is not a localthumbnailcache.package file either.

As for a cheat or mod to Make All Happy, I don't know of one other than the one built into the game.
