Can't resurrect Sims

So I had two tombstones of dead sims. I got the genie lamp in order to resurrect them, but when I click "make a wish" the resurrect sim featured is grayed out and not an option.  I tried this in two separate files and both times the resurrect sim option was grayed out. Any ideas on how to fix this?

Was your sim friends with the two sims before they died? And still friends with them now? I had this happen to me once, where one of my sims' father had died accidently, and the relationship bar had decayed too low and I hadn't noticed. I waited until the ghost appeared, had my sim socialise with her father, rebuilt their friendship. Then the wish worked.

If the wish is still grayed out, it might be a mod issue. I don't know anything about that, but I'm sure someone else could offer some solutions.

They weren't friends but, the problem is I've resurrected these two sims in numerous file copies and also in totally different files completely. They had no relationship whatsoever to the sim. The sim was a klepto so she was able to take the grave home, summon the genie, and resurrect them.

I also don't play with mods so I am confused as to why it no longer works.

So, I don't know if this is the solution but, I had my sim talk up the genie first and then the resurrect sim wish was available.
