Help With .Package Files?

Hi! I'm new to using CC. I figured out how to install other types of mods easily, but I can't figure out how to install .Package files. I've been trying for days now, following every step as closely as possible, but the .Package files still won't work! I just wanted to install a couple of custom skins but nooooooo. I finally came here to ask some questions after literally crying out of frustration.

1. Does Windows 10 effect the proper installation of .Package files?

2. On one of the (many) tutorials I read, they said for digital copies to copy the CC files in: C:\Program Files (x86)\Origin Games\The Sims 3, but then went on to say to go to Documents\Electronic Arts\The Sims 3 to install the CC files. They also said to go into documents, not program files, but then they said to go into program files. Could someone clear this up for me? I'm so confused.

3. Does having a digital copy of TS3 effect the proper installation of .Package files?

4. Most of the .Package files I downloaded are from creators located in Asia. Do .Package files have region codes? If so, is there any way to get around them?

TO CLARIFY:

1. I have a Mods folder. Inside of it, I have an Overrides folder, with a Packages folder placed directly underneath it, with the Resource file placed directly underneath it.

2. I got the Resource file from a legitimate source (simswiki.info)

3. I extracted all of my .Package files (with WinRAR) into the Packages folder.

4. I just updated the game yesterday. I have the newest patch, as I tried to update again just in case, but there were no more updates.

What's going on? Is something wrong with my computer, my game? Do I have the wrong region code, OS, copy of TS3? Were those tutorials unhelpful? Or am I just stupid?

Try this:

1. Undo everything you've done in C:\Program Files (x86)\Origin Games\The Sims 3.

2. Go to Documents\Electronic Arts\The Sims 3. Create there a folder called Mods.

3. In this folder, create 2 folders, one called Packages and the other called Overrides.

4. Download the resource.zip file located there: Resource.cfg File, unzip it so you should have a file called resource.cfg, and put this file in the Mods folder.

5. Your package CC and mods will go by default in the Packages subfolder.

6. Once you've installed CC such as default replacements, or game mods, you need before starting the game to delete the 5 cache files in Documents\Electronic Arts\The Sims 3:

- CasPartCache.package - CAS parts that appear in Create-A-Sim
- compositorCache.package - New objects that would appear in Buy/Build mode
- scriptCache.package - Mods or Hacks
- simCompositorCache.package - New Sims, default skins
- socialCache.package - Simport-related and other social data, if you use the wall to integrate with your MyPage on thesims3.com site

They're safe to delete as they'll regenerate when the game starts.
