Convert a .rar file to .package?

Now I know exactly what you need. I have both 7zip and winrar installed and used them both on this download but to no avail. I have unzipped rar files before or whatever and it worked out fine because apparently they were a single file and very simple. But this one is difficult. I extracted it on both things and it remains as .rar. The file is KB_CerseiLannister.rar. When I open it up it has a folder that says CC, clothes, and sliders.  I entered each file individually and inside the CC it contains .package files and the same goes for both the clothes and the sliders subfolders. So I took the .package files inside of those subfolders and inserted each individually into my downloads folder, ignoring the still not converted .rar file and still nothing appears. I just don't get it? I tried everything, tried taking the whole .rar file and putting it in downloads and of course that didn't work as I expected. Can someone please pleeeasse help with this huge pain? I would like to download several sims and they all are .rar files. I'm going to put the link to the file here so that way if this is still unclear to you, you can open it up yourself and hopefully walk me through this. I am still new and moronic with this kind of stuff. I wouldn't download this rar from this host. Because Mediafire is known for redirecting to malware, with forced downloads, and that can infect plenty of computers.

You can't convert .rar files into .package files. You need to un-compress the files first. In the uncompressed folder you will then find package files. 

You should be able to download the compressed file and extract with 7zip: https://www.7-zip.org/

To use 7zip, download the file to your desktop for example. Right-click on zipped folder and extract to (name of folder)

Add the .package files to your mods folder. - \Documents\Electronic Arts\The Sims 3\Mods\Packages
