Reading the Encyclopedia's and there are little bits that pop up on the notifications that says things like:

Does anyone know what this drink is?

It's the Sunlight Reversal Cocktail. Here's the description from Carl's guide on the Vampire Lore skill.
Here's the in-game description of the drink (which you can mix at a bar):

Allows Sims to create a cocktail at the bar that will reduce the harmful effects of Sunlight, allowing Vampires to go out in the daytime. It's great. So great, in fact, that it reverses sunlight's effects to instead produce energy. Your Sim will gain vampire energy as they walk about the daylight. This can work wonderfully with the Fresh Chef reward trait from Master Chef, which stops foods and drinks from spoiling. Takes 2 garlic and one plasma fruit to create.

Yes it is the sunlight reversal cocktail that allows your vampire sun immunity for four hours after they have drunk it. These tips etc are part of the Lore Skill. By clicking on a bar you can see the ingredients needed (2 garlic 1plasma fruit) all which can be gathered in Forgotten Hollow. Your vamp does not need any mixology skill as they are at level 1 mixology.
