Been having this same problem, I fixed it by, going to town edit adding the sim to my house hold, (check the to see if " going steady" it there) then I moved the sim back out, This also fix the roommate bug for the sim, witch is what I was trying to fix. Hope this helps everyone else.

I have the same issue - no marriage option.  Both my sims have a complex history.  I might try moving them (and their 6 kids!) to another town and see what happens.

Normally I give my Sims the traits: hopeless romantic, great kisser and flirty, I hope that helped for you.

So, I was having the same issue, and I think I may have found the solution to the issue. Does your sim have any other romantic interests? If so, they need to tell the other ri's to just be friends. Then, you can ask the other ri to propose going steady. Hope this helps!
